A classic example was to build the shuttle rocket boosters in sections because the NASA administrator was from Utah and ignore their own study to build a monolithic design in Florida. We all know about the o-rings.

Great, engineers trying to be artsy like architects. There is no incentive for Govt spending to be efficient none. There are no market forces of supply and demand to force them to be efficient or go bankrupt. And lefties want MORE inefficient Govt spending, perhaps as much as 60% or more of GDP. Good thinking lefties.
