We just want to know who is in the country. If there was a system in place to keep everybody out, clearly that would be the best option. But there isn't one. In lieu of that preferred solution, the next best solution is provide documents to hispanics. Those without documents are either criminals, fugitives or terrorists. Of course if we are giving out driver's licenses to anybody with a phony birth certificate, which I bet we are doing, no amount of border documentation is going to help. Birth Certificates serving as ID in the country is ludicrous.
