You assume that a group cannot take over control of the money. If a small group gets control of the money outside of the Palestinian Government, they will become the new tin pot dictators. Only by having an open government will they ever escape the tyranny.

The case of Muhamad Awad is one of those handful of cases where Israelis were pretty clearly at fault (though I don't know it for sure), so you hear about them again and again. You know the list: Count Benadotte, Deir Yassin, etc, etc. There aren't many such instances to set against the thousands of instances of PLO terror, despotism and corruption, so each one gets reused heavily. All you have to do is to look at what happened to critics of the PLO, especially those who weren't protected by prominence, to give the lie the idea that the Israelis or the CIA were responsible for the tyranny of Arafat and his cronies. What was the name of that PLC legislator who just had his leg shot off for criticizing Arafat? Though you could in fairness, blame the useful idiots of the Israeli left for rescuing Arafat in 1991. But that's never what these authors mean.
