lower economic rings? Yes, and there lies one of the reasons that tax cuts are such a poor tool to stimulate the economy. Many of the people who would make the initial small transactions don't pay income tax and got no cut, therefore the bulk of stimulous didn't even happen. That is why the economy does better when the government stimulates the economy through spending initiatives instead of tax cuts. Of course this is not nearly as effective if he spending is non productive, and that sort of pork spending on contributors is a constant temptation. TP
