I think a lot of leaders/rulers in the Arab states were paying the suicide families. In Saddam's case, I assumed it was either a way of protecting Iraqi stability, or just an attempt to be more well liked.

I don't understand how he could have gotten WMDs through Iraq with all the weapons monitoring that was going on, though. He was pretty much contained, and had given up WMDs according not only to UN reports but interviews with his scientists, also verified by the fact that no WMDs were found.
