Report after report has confirmed that Saddam himself ordered weapons programs discontinued. The bottom line, which wstera_02 continually skates over, is that Iraq had not been a threat for over a decade. He was surrounded. We bombed him with impunity whenever we wanted to, for over a decade. Saddam was a dog, true, but a neutered, castrated, toothless dog.
