The problem is, Japan's prime minister goes annually to the graves of the generals who invaded China to keep their sacred memory alive. So Koreans and Chinese say Japan doesn't apologize.
Japanese feel that "we've apologized enough. Anyway those were people in my grandparents time. Why bother us about it?" Actually the Japanese militarists' policies resulted in the deaths of a million or two Japanese people. Invading China wasn't free of losses for them. But they humbly submit and go on revering the memory of the war criminals. Families who have lost a member in the Japanese forces of World War II, have a plague on their doors, honoring their sacrifice on behalf of Japan. !!!!
There seems to be few limits on the degree to which the Japanese public accepts injustice.
