The Iranians know we aren't going to invade them.

But they don't know if we are going to hit them. A couple of JDAM'S down the pipe at a Mullah's meeting would be sweet. I don't think it will happen, but they don't know for sure. And we want to keep them off balance.

The two options are not mutually exclusive. Iran is clearly playing a game of agree, cheat, push your luck, back down, agree, cheat...

However, there is a certain amount of playing it by ear. They must have noticed that Bush has just been returned to office, no longer has an election to cramp him, and has just made an effective display of Marine lethality in Fallujah. Common prudence would suggest that this is the time for "back down", not more "push your luck". It doesn't mean that the long-term strategy has changed.
