I recognize the sensitivity of existing retirees to any mention of a change in ss. I have not heard any suggestion of changing benefits for existing retirees, only to replace part of ss with private accounts for people not yet at or near retirement. I recognize, though, that retirees get agitated very easily and not always rationally so I appreciate the need to be careful about how potential changes are framed. But I don't know why Will would call it "unintelligent." I don't understand why "replace" would more incendiary than "privatize," which is the word being used by the administration. But if you have reason to believe it conjures up images of "lock box," I'll take your word for it.
