WHAT 'PROPOSAL'?

I am certainly NOT proposing tarrifs... I simply pointed out what is now a well-known fact: if the US/Canada/EEC/Japan don't acceed to a plan for ending subsidies in agriculture... then the free trade movement will start moving backwards --- and emerging markets will consider themselves justified in raising barriers against our 'high tech' and IP products.

What's good for the goose is good for the gander, after all....

They have already put us on notice about this... and I don't blame them.

(PS --- agricultural subsidies have moved to the top of the agenda in the current round of world trade talks.)
