I doubt you will find examples of this in history because we are on charted waters. Conditions for a preemptive attack are better seen in street fights. You need to have two opposing forces of roughly equal strength, and the possibility that one of them will become much stronger in a near future. Furthermore, the two sides need to be aware of each other's relative strengths and activities on short notice. This was a possibility between the Soviet Union and US (France and England?) but there are not many examples as lack of technology in the past and the geography would mostly have precluded the necessary conditions. On the other hand, it remains a possibility between Iran and Israel.
