There was an amazing stock market tumble but the actual countrywide economic slowdown fell short of "amazing". Some degree of reduction in economic activity was hardly a surprise given the circumstances.

Junior's policy of fear made sure that there would be little recovery from that fall

Nonsense. There was no "policy of fear" except by Al Qaida. Bush's response to 9/11 reduced the fear, a less forceful response would have caused more fear. Also we aren't "still losing jobs". Employment is growing.
