History shows you might wish to make an exception in certain cases. Ex-tyrants are extremely dangerous for recently resuscitated Republics.

An example would be the power of the White Russian monarchists who were a very strong political and military force after the Menshevik and Bolshevik Revolutions in Russia. Had Czar Nicholas remained free, it is not clear but what he would have been able to muster enough support of the nobility, the West and Cossacks in order to overthrow the fragile Bolshevik coalition that gained ascendancy on a thread in November, 1917.

Another case of a democracy stifled with the covert intervention of the U.S. was the revival of the Peacock Throne in Iran in 1953. Monarchy had been tremendously weakened in Iran in the aftermath of World War II and with the ascendancy of the very popular nationalist Mohammed Mossadegh to the position of Prime Minister. en.wikipedia.org
It was the weakness of Reza Pahlavi that made him such an easily captured quisling for the Americans. Had the Iranian Majlis (Parliament) known in 1950 what a destructive force to democracy the Shah would turn out to be, they might well have considered exiling him, or coming up with a more permanent solution.

As the old saying goes, a bad penny keeps turning up. Imprisoning a tyrant doesn't guarantee that his followers will go along with keeping him imprisoned. A more permanent solution to a social psychosis is sometimes in order.
