It is not an issue of de-centralizing. A lot of local gov. officials do not do their job even though they have the power, or too corrupted to do their job. And the Central gov. get their hands full on a lot of things. This is a wide-spread problem in China, not only in environmental protection, but in other fields, like the labor law practice, the treatment of unemployed workers...

Until a couple of days ago when Wen signed another new comprehensive national labor law, there were still some child labor working in sweatshops in Guangdong province under the day light. Those local officials wear the same pair of pants with those sweatshop owners.

And delay of salary is a nationally wide-spread problem even after repeated calls from the Central gov. So this new labor law sets some new rules, those who do not pay workers on time will risk to have to double the pay.
