Now things can be hidden if the State is careful. Load trucks in a covered facility, trucks are covered. There is plenty of incriminating satellite imagery on the WMDs. But pretty hard to prove what exactly is being taken away out the back gate as UN inspectors arrive at the front gate. With these insurgents who are just violent street criminals, they are not careful at all.
