makes a lot of sense - if the police cooperate with the insurgents, they MIGHT be killed by american forces as long as they are occupied.

if they don't join the insurgents, they will be marked as sympathetic to the occupation force and WILL be killed by the insurgents either while the american forces are still there or shortly after they leave without having accomplished much.

seems like an easy decision to me -g-
