Paul Brown also never graduated High School, but he did have a Ph.D from a Diploma Mill. The Dean/President/Owner of the one man operated Diploma Mill ran the prestigious University out of his home in California and used a drop P.O. box. When FBI operation DipScam was closing down Diploma Mills in California, the heat was on and the Diploma Mill moved to Hilo. Hawaii
