Yes, he is one of the major decision maker, and he has won some good comment from the West.

What the H is he saying exactly?

Basically talking down the possibility that China would revalue RMB in the near future so those hot money could leave<g>

He basically said that China will mainly base its currency exchange policy on domestic economic situation, only marginally consider how other countries feel about it<g>

What's this talk of deflation?

Just a metaphor<g> What he meant is China will be practical and change its banking policy according to whatever might happen.
