If you mean Yukos+ new claims to TNK-BP etc., than partly it can be explained by the fact that the deadline for company examinations for 2001 is due to expire soon.

Therefore the tax authorities run a number of tax audits for oil companies to see if the taxes were paid up for 2001.

However, one may suggest the Russian government to use such a tool for enhancing free-float. :)
