They should just give it to Dem. Gregoire and end the matter. With it being that close (19 votes), Dems will vociferously whine if Rossi actually wins. We'll never hear the end of it (and the "stolen" election will somehow be Jeb Bush's fault, even in State of Washington, too). And with such an insignificant margin the point could be made that everybody will get more or less somewhat kind of fair represention anyway. November elections are oh so five minutes ago. Let's be done now.
