I think the question is whether the CIA is just another federal agency, to be run along similar lines as the others, or whether it has a special status setting it apart from others, which are in general run by policy makers with an eye to supporting the current administration.

I worked for an agnecy for awhile during B 41 and Clinton terms, and the rule was that the political appointees made all policy decisions, the career people stuck strictly to technical matters.

Also career people couldn't talk to the press at all unless it was approved by an SES level manager.

However, we were free to speak our minds to the policy makers, there was no retribution if you expressed your opinion that a contemplated action would prove to be a disaster.

Goss apparently plans to bring the CIA in line with other federal agencies, where the rank and file are expected to toe the administration's policy line.

I am familiar with the present day CIA and its personnel, it is a bureaucratic, multi-layered group of civil servants ruled over by a handful of East Coast "good ole boys" that have had their way for 25 years, no accountability, no survival mindset, no intelligence.....

it is overdue for a purge.......
