They are not even killing US troops at that rate with "big bang" approaches, or we would be down by several thousand combat related fatalities. Apparently, your view depends upon the assumption that it is easy to commit hit and run attacks. It is not, which is why the terrorists started resorting to suicide attacks. The only way to be sure of succeeding in killing a lot of people is if you do not care about surviving the incident yourself, or whether you leave clues that might be used to track you down. Of course, few people are that suicidal, and one rapidly depletes the pool of those that are.
