I am thinking deterrent effect, not use at this point in the my thought process. I can picture terrorists being turned in and over to us, especially if potential violators are named in advance. This martyrs bullshit exists for a brainwashed few. Most moslems, although they may sympathize with some of the terrorist goals and see the US as the source of many of their problems, are not in the martyr business. The Japanese surrendered after the ABomb was dropped. What stops arabs from turning in terrorists to the "stick" while otoh we offer carrots like Marshall Plan and democratization.
After the fact, i have the same problem about hitting the wrong country but also hitting the right country doesnt make be happy either as most casualties would be innocents. But thats what the balance of terror was with the soviets as well. You can also do some targeted use of tactical nukes and hit infrastructure targets and look to avoid super large civilian casualties. I studied this in grad school under a guy named Nathan Leites and am as uncomfortable now discussing this as i was then. But perhaps therefore it needs to be discussed. mike
