If it is that easy, it can be done even now. Invading Iraq is not going to prevent that. In fact, it only makes it more likely.

The inspectors were already finding that the WMD programs were in a decrepit state. The invasion had to be done before they gave a final report. That is why the US kicked them out in March 2003.
