American installed government by coup or invasion are rare. There are a few but its not like governments across the Middle East or across the Islamic world were set up that way. In Afghanistan we did destroy the old government and help set up a new one but we had plenty of justification for removing the Taliban and it wouldn't do to leave the situation in anarchy. Aid might help a government but for the most part they can survive without aid, the same goes in reverse for sanctions. Sanctions might hurt a country but they are unlikely to topple a government.

Basically he's wrong. Using diplomacy an influence on other nations or sending them aid is not setting up an empire.
