Not at all. It comes from the two responses to the problem I initially note:

For others, the culprit was traditional culture, and the solution was the rise of social science and the rule of the technocrat.

I am referring to those like the Fabians who thought that social science and planning would solve the problems. This extends to the scientific pretensions of Communism and the social engineering attitude of American progressivism.
