Well, the US has debated small tactical nukes for deep penetration, which could well be used in anti-terror. Opposition was primarily from people who don't want to blur the use of nukes with more conventional munitions for fear of where that leads.

The comments I saw on Putin's statements seemed to be more on anti-ABM measures so aimed at countering US moves rather than terror.

Maybe Putin plans on using scramjet technology to deliver the warheads? The US just had a successful test at mach 10. I can't imagine a missile defense system fast enough to counter an inbound warhead at that speed.
