Let up work through basic logic.

1)Some public schools are failures.
2)Most students fail at some public schools.
Thus)All public schools are failures.

Does the conclusion follow from the two statements? NO IT DOES NOT. IT WOULD BE A FALSE CONCLUSION.

You could infer nothing more conclusive than either of the premises.

My children are in a public school that exceeds virtually every measure of success that a school can strive for educationally. It is a success, and part of the reason for its success is the commitment of the parents of the students in it; another is the outstanding staff we have built. The students succeed because they can. Impediments are few, and opportunities abound.
