Nope. Not lying. I explained this to you and David on the AMD thread but you didn't listen.

Under Clinton, the government ran a surplus for a period of time. The deficit only continued to rise because of interest on the existing debt.

If you've ever had a basic business school education, you'd know that that's considered a surplus.
