"Fighting threat with threat might work against a nation-state but is completely unlikely to work against a roaming band of terrorists"

al q is not a roving band of terrorists, although it is quite decentralized. The odds of one band of terrorists getting and using a nuke is most unlikely. Back to my question however, would al quaeda/bin laden hit NYC knowing Muslim holy sites would be hit in return? I dont know the answer but this is the key question as to whether deterrence would work here or not--not the tangents you go off on. Mike
