It was not just about having his oil on the market, after all it really doesn't matter who buys oil from which supplier, it's all a commodity. The Bush was was about having the oil. They plan to own it, control it, and and set their own price when world oil supplies run low. That is why the Bush league would never consider conservation. They want to get to that period of shortage sooner rather than later.
