In a word, the world will look a lot more dangerous. In the past, more or less rational calculating people possessed nuclear weapons. They are now going to be in two places, Iran and Pakistan, where coups d'etat are not rare, and where the actors are often volatile if not downright insane, IMO. I guess this is a shorthand way of saying that I don't like to see the inmates in charge of the asylum. Muslims with nukes are scary and not because they are Muslims but because there exists within the greater Muslim population a committed zealous minority of fundamentalists who have no problem with dying for their religion, who think that such a death is glorious one. These fundamentalists are the problem, have been the problem for decades, and will be the problem for decades to come. In my view, they do not employ the same kind of risk management that we do. They could be very dangerous if armed with nukes; their unpredictability is scary. It is uncertain if they will think of deterrence in the same way that we do. If they do, no problem, a standoff. If they don't, the world will become even more dangerous than it already is. Bush has said that Iranian nukes are intolerable. He means it. Put your seatbelt on. For my part, I frankly don't think anything can be done about Iranian nukes. They will exist and be impossible to destroy because the Iranians have learned from the Iraqi example. So, like Dr. Strangelove, we may simply have to learn to love The Bomb. I am heartened by the fact that we are developing technology which will strike at missiles while in the boost phase. I hope we never have to see it in action. I remember Bush getting criticized for developing this kind of anti-missile capacity which might come in very handy if some nutty Jihadis get control of nuclear missiles.
