Subject: Purchases of Degrees from Diploma Mills

Dear Senator Collins:
This report responds to your request that we investigate issues concerning the proliferation of diploma mills, which sell bogus academic degrees based upon “life experience” or substandard or negligible academic work. Specifically, you asked that the Office of Special Investigations, acting in an undercover capacity, demonstrate how easy it is to purchase a degree from a diploma mill. You also asked us to identify
and interview individuals who have purchased degrees from diploma mills and determine whether those individuals have used their bogus degrees to increase income, defraud employers, or gain positions of public trust. We briefed your office on our investigative findings. This report summarizes those findings and includes documents referenced in that briefing.

Atta and Alshehhi entered this country on B1-B2 business visas with 6 month lives that permit multiple entries and exits during the six months. After entering the country, and after enrollment at Huffman Aviation July 3, 2000, and on September 1, 2000, they completed applications to change the status of their visas to "student." The problem here: Those visas are supposed to be applied for through a U.S. consular office or embassy overseas, where background checks are provided by the country of residence of the student. Fine's report and others found that Huffman aviation was not operating a legitimate flight school that would qualify the issuance of student visas in the first place, and regulators bemoaned the fact that someone had posted blank applications on the internet, and office supply people were even offering tablets of the application forms for sale online.

Alamari, co-pilot with Atta on Flight #11, had successfully completed a one year qualified program at Embry Riddle in 1996. Thereafter, however, he let his commercial pilots license lapse. A pilot has to build time, and in fact complete 120 hours solo in commercial aviation within 6 months of being certified by the FAA in order to remain certified.

Student visas issue for those enrolled in at least a one year full time academic program. Did Huffman Aviation meet that standard? Not by a long shot, if it could admit people from overseas, provide private pilot, IFR, and multi-engine commercial license training and certification in 6 months time!
