Don't think I'm defending the standard. It has cost me plenty. I have posted before about the utter stupidity of SEC employees not even being allowed to own money market funds. Like somehow an SEC employee can manipulate a money market fund. But the idea is that federal employees are supposed to be beyond reproach. If you expect sainthood, maybe you can get basic honesty. Actual behavior will always be lower than the standard.

The point the review makes reminds me of the reinvention effort when they finally figured out that they were spending gobs of money to avoid small shortages, mere pennies. Now that was ridiculous!
