It is ridiculous to check them for gunpowder traces. Why not just check the people for possession of weapons or explosives?

I have read of American troops testing hands for presence of explosive, which would come from handling explosives. The only place I've actually heard of testing for gunpowder is from you.

But I'll assume it is accurate. Gunpowder residue on hands is likely to indicate they've fired a weapon. Most people not combatants would be in their homes and I don't see why they'd be firing a weapon and have gunpowder residue on their hands.

I agree the US and current Iraqi government has to win the hearts of the locals, but I recognize that all of Iraq is not in rebellion. And i don't think they can necessarily win every single heart.
