Seems to me that we as a society should either declare caricature tabu or we should do them the same for everyone.

Cartoonists, of all people, cannot claim innocence of the social and political context of their cartoons. They are putting themselves forward as the most socially and politically aware, able to make satirical judgment. If they wind up drawing something that looks just like a racial stereotype that is well known to their audience, they know what they are doing. If they don't mean to do it, they won't send that cartoon out for publication.
