Exactly. I didn't know there were two "Bridges to Nowhere." I know of another one hidden deep in the woods in Oregon. It is a pretty expensive concrete bridge and even has a walking lane, but the only thing it is used for is shelter for campers and squatters. It is completely overgrown and there isn't even a road leading to it any more. It was built but never used.

It looks like the approach to a bridge that went unbuilt for many years in downtown (dawntawn for Pittsburghers) Pittsburgh. It was popularly called "the bridge to nowhere" and I think the symbolism is quite nice for the Clinton years.
