If that were true, you would never need to "fix" it, now would you? The truth is you are speaking of simply the SS supplemental Retirement. Sure what comes in should pay for it. I pay for you. but there is the other expenditures for all of the BS programs that liars adore. Fake disability among the highest. I believe a change that would work is to disallow SS payments to be paid to nonresidents, whether they be citizens or not. Nobody seems to die when they retire outside the states. We have some very old people collecting our money in Europe.
