This isn't a reasonable expectation without an operating system directly controlling access to the hard drive, or, at least, some kind of OS-specific (or file-system-specific) controller attached to the hard drive.

That is, controlling access to the drive such that the 2 computers don't stumble over each other and make a mess is beyond what is reasonable to expect from a common external hard drive.

If you really need this, and can't or don't want to do it using Windows networking and a hard drive inside one of the computers, I'd suggest you look at NAS (Network Attached Storage) appliances.

I say just make a 2 PC network and be done with it.
