No, we went to war attempting to limit death and destruction, with as much use of precision weaponry as possible. The resort to nukes is a resort to wholesale and indiscriminate destruction. Bush did not, in fact, "do anything", or we would have used more massive force and killed a lot more people to achieve complete dominance. To a certain extent, the current turmoil is a result of sparing as many as possible.
