LONDON (Dow Jones)--European Central Bank Chief Economist Otmar Issing said Friday he welcomed the euro's rebound from lows reached a few years ago, but indicated its gains have gone too far.

"Sometimes you can have too much of a good thing," Issing said, replying to a question at an economic conference where he was speaking.

The euro Thursday touched an all-time high of $1.3074.

"I would not see it as a mark of success," Issing said of the euro's exchange rate
