Its not so much the "arab world". Running out of time here, try this bullet point thought stream on for size:

- current US action in Iraq is very Sunni'heavy
- Allawi is Shi'a although apparently secular
- Oil is largely in Shi'a areas
- Sunni are a smaller population representation in Iraq
- highlighting Sunni atrocities against Shi'a *and* targetting the Sunni are designed to inflame the Sunni - leading to more atrocities - which will eventually be used (they hope) to bring the Shi'a majority over to the US side.

Its an old tactic - pit one group against another.
