First, Mecca is not Moscow. Second, without direct state sponsorship, I would not even target Riyadh.

I think we can achieve a measure of deterrence by showing that we are capable of intense retaliation when aroused, but I do not think declaratory statements about what we would do in this or that case are useful. They just create debates and diplomatic problems that we don't need. Announce that we will nuke Riyadh if Al Qaida nukes New York, and all of a sudden you will have a renewed anti- nuclear movement marching in the streets; candidates repudiating such a declaration; and, in the end, a renunciation of such a declaration. At a minimum.
