Well, the LEAST painful would be to FREEZE SPENDING and allow tax revenues to grow. More painful but most practical would be ZERO BASED BUDGETING, meaning every budget year each department would have to start at zero and build their budget for the next year as compared to current practice of taking last years budget and adjusting for an inflation index. jdn
