Are you claiming that a city in Wisconsin like Milwaukee has a larger African American population than metropolitan Norfolk-Virginia Beach? The fact is metros with the least amount of segregation are in the South and West. Southern cities tend to have higher African American populations, and the west tend to have the smallest African American populations.

Of the 43 Metropolitan areas in the United States: 17 had majorities that did not vote for John Kerry, they had an average dissimilarity index of 59.6 (higher means greater residential segregation), and African Americans represented an average percentage of 14.3% of the residents. 26 Metropolitan areas had majorities that voted for John Kerry, they had an average dissimilarity index of 66.5, and an average African American population of 13.2%. Are the differences significant? Maybe not, but there certainly do not indicate that Republicans are racists.
