Although the link you posted does not work, here is a graph of the M1, M2, and M3 measure of Money Supply from the Economagic Lie Server.

The Money Supply (shown in black) continues to increase while

the rate of change (shown in red as the period to period percentage change, annualized) is clearly decreasing.

I'm quite confident that Marc Faber has not said the money supply is declining, as it clearly is not and he's too well informed to say otherwise.
