No one at all covered up Roger's cocaine addiction, and for that matter there were constant allegations about Bill's alleged cocaine use, as well. Bill Clinton actually turned his brother in, and Roger was convicted of a felony and did time. Roger was a funny presidential brother, in the same way that Jimmy Carter's brother was a complete drunken idiot.
