Black people are not born criminals. Wherever you have a huge, concentrated population of desperate poor people you are going to have higher crime rates. Of course, keeping the blacks as slaves for hundreds of years does probably make them more angry when they commit crimes, but most crime in black neighborhoods is black on black crime, really. The things we need to do to lower the crime rates are very complicated social engineering, so it definitely is simpler just to get racist about it, but really I don't think that's the solution. Of course when you have people in power like Dick Cheney who VOTED AGAINST HEAD START, the problem starts at the top.
