Let's see if I understand. Are you suggesting that health care providers who do not wish to perform abortions should be forced to do so under threat of withholding of government payments they would otherwise be due? Please explain your rationale for such a policy and how opposing such an idea is a threat to women (or involves "jackboots", for that matter).
