Government is not structured in the way you think, thank God. I can imagine a government run by ivory tower folks; a complete and total disaster. Senior wonks provide the details, the history, etc., and suggest policy options based on all the relevant factors. All you have to do is examine the academic careers of the senior staff, directly below the policy-making level, and you'll see what I mean. But even allegedly "brilliant" academics make enormous mistakes, viz., Brezinszki. Being a scholar does not innoculate anyone from having abysmally bad judgment.
